Yes i do belive it is a cooper's hawk. After looking more into it sorry for the mistake. If i am correct it they are not very common this far south. From the breeding atlas i have it shows no accountable numbers south of lake okeechobee. If any one knows for sure on that can you please let me know. The one in the photo was takin in key largo.
